Summary: The Upper Falls is more impressive and easier to get to, but there is no reason not to stop by the lower falls as well. Getting close will take some time, but a distant view is easy.

The Lower Mesa Falls are in Idaho, along Hwy 47. There is an parking area and overlook. The overlook gives you a nice view of the falls, but it is a bit far away. There is a trail from between the lower and upper falls, and from the trail you could get a much closer view of the lower falls.

People kayak over these falls . I personally like this photo.

The Upper Mesa Falls are a short distance away. The mist from the upper falls is visible from the lower falls overlook.
